Talking tough against terrorism is not enough-- 1st add

x x x dark The +Gulf News+ said the UN has passed a very timely resolution, but it forgot to state who is a terrorist and what is terrorism. +Diplomats are hoping that the full General Assembly will work that out and come up with a definition, which, in the avenues of diplomacy, is fanciful footwork and buck-passing. For the truth of the matter is, as many in the Security Council and General Assembly are aware, one man's terrorist is another person's freedom fighter. +t fragile times such as these, with the devastation of the World Trade Center and other terrorist acts in the US, it is probably not considered seemly to remind people of this fact. +Yet, it is a stumbling block that has to be negotiated if the world - or more precisely the West - is to go further than seeking revenge against Osama bin Laden. For terrorism does not end with ending of the life of one man. It is a global phenomenon which has to be tackled by global collaboration of law enforcement agencies. +But, as is continually asked : who are terrorists ? In passing Resolution 1373, the anti-terrorism bill, the UN Security Council has only gone part away to resolving the problem. WAM/TF-VV
