  ISLAMABAD, SEPT 18, (KUNA)--AFGHANISTAN HANDED OVER A SET OF PROPOSALS TO
  PAKISTAN TO RESOLVE THE CRISIS OF OSAMA BIN LADEN DEMANDING HIS TRIAL IN A
  'NEUTRAL' COUNTRY, LIFTING OF SANCTIONS FROM KABUL, SUSPENSION OF AID AND
  MILITARY SUPPLIES TO OPPOSITION NORTHERN ALLIANCE AND ACTIVATION OF ECONOMIC
  ASSISTANCE TO THE WAR AND DROUGHT RAVAGED NATION, A TALIBAN FOREIGN MINISTRY
  OFFICIAL MOULVI ABDUL AZIZ TOLD KUNA IN AN INTERVIEW FROM KABUL.
  HE SAID MONDAY NIGHT THAT AT LEAST TWO MEMBERS OF PAKISTAN DELEGATION WENT
  BACK TO ISLAMABAD WITH NEW PROPOSALS, WHICH ARE BEING DISCUSSED WITH
  WASHINGTON.
  PAKISTANI OFFICIALS, HOWEVER, DID NOT CONFIRM THE ARRIVAL OF TWO TEAM
  MEMBERS. "WE WILL NOT BE SAYING ANYTHING UNTIL THEY ARE BACK," RIAZ MUHAMMAD
  KHAN, FOREIGN OFFICES SPOKESMAN SAID.
  GENERAL FAIZ GILANI, THE DEPUTY DIRECTOR OF THE PAKISTANI INTER SERVICES
  INTELLIGENCE ( ISI ), AND AZIZ KHAN, THE PAKISTANI ADDITIONAL SECRETARY OF
  FOREIGN AFFAIRS, HAD LANDED IN ISLAMABAD LAST NIGHT AND RETURNED TO
  AFGHANISTAN THIS MORNING.
  GENERAL MEHMOOD AHMED, THE DIRECTOR GENERAL OF ISI, NASSEERULLAH BABAR, THE
  FORMER INTERIOR MINISTER AND OTHER MEMBERS OF THE DELEGATION WERE STILL IN
  AFGHANISTAN BUT MOVED FROM KANDAHAR TO KABUL.
  THE PROPOSALS WERE GIVEN BY TALIBAN'S SUPREME LEADER MULLAH MOHAMMAD OMAR
  WITH WHOM PAKISTANI DELEGATION HELD NEGOTIATIONS FOR THREE HOURS.
  THE TALIBAN FOREIGN MINISTRY OFFICIAL, MOULVI AZIZ, CONFIRMED TO KUNA THAT
  THE TALIBAN WOULD NOT EXTRADITE OSAMA BIN LADEN FOR THREAT OF WAR AND THE
  ISSUE COULD ONLY RESOLVE THROUGH A NEGOTIATED SETTLEMENT.
  PAKISTANI OFFICIALS WILL RETURN TO AFGHANISTAN THIS MORNING TO CONVEY THE
  RESPONSE OF US.
  A MEETING OF AFGHAN SHOORA, OR ELDERS COUNCIL, WILL DECIDE TODAY (TUESDAY)
  ABOUT THE ISSUE OF OSAMA BIN LADEN AFTER LOOKING INTO THE US RESPONSE ON
  MULLAH OMAR'S PROPOSALS. (END)
